doesn't take much to become a distributor of cbd products. anyone can sell "high cbd/ zero thc" products as "it's legal to sell and ship. as a supplement". whether or not the product is garbage or not should be the bigger question. far as exp you're better off trying it out for yourself, to many legit and snake oil products out there. out here in TX that F*** head of a gov is only legalizing cbd oil for actual epileptic patients. nothing more nothing less. you should try some CW botanicals or some 4 corner cannabis(both legal to ship to TX)
